Preheat the ovn to 350F. In a small saucepan, heat the water, dates and sugar. Bring to a boil stirring continuously. Reduce the heat and simmer, uncovered until the mixture thickens. Continue stirring continuously.
Mix the oats, flour, brown sugar, baking soda and salt in a large mixing bowl. Coat a square 8" x 8" baking tray and press half of the oat mixture into the bottom. Spread the date mixture evenly over the oat mixture without disturbing the oat layer then top with the remaing half of the oat mixture.
Bake for 20 to 25 minutes, until lightly brown. Cool in the pan on a cooling rack. Remove from the pan ans cut into 16 squares.
